Chico City Council Denies Appeal and Upholds Skyway House Use Permit!

City Council moves women’s drug treatment facility forward
By KATY SWEENY

Staff Writer

CHICO — Council members Tuesday night decided neighbors’ fears were not enough to stop a drug treatment facility from moving in on The Esplanade, voting 5-2 to deny a usepermit appeal. Councilwoman Mary Goloff, previously Mary Flynn, said addiction does not discriminate. She thinks the center between Amber Grove and Greenfield drives would be an asset to the community.

“Addiction is alive and well today in the Amber Grove subdivision,” she said. “If it were not, it would be unbelievable.”

Neighbors donning “Protect North Esplanade” stickers and treatment advocates wearing Skyway House shirts packed the chambers past capacity, also filling a conference room in the building.

Councilmen Bob Evans and Mark Sorensen dissented, voting to deny the use permit.

Residents in the neighborhood of Amber Grove and Greenfield drives appealed the Skyway House’s use permit approved by the Chico Planning Commission Sept. 15. The Skyway House plans to house a 22-bed women’s residential drug treatment facility at the old Montessori School at 3105 The Esplanade. The facility will move from its location in Oroville.

Associate planner Mike Sawley recommended the council deny the appeal and uphold the use permit, allowing the Skyway House to move forward with plans. Sorensen said the concentration of drug treatment facilities on The Esplanade is unfortunate and he thinks that’s reason enough to deny the use permit. Evans said he was in a quandary whether the area was the best place for the facility. “ I still think there are concerns of safety in the neighborhood,” Evans said.

Vice Mayor Jim Walker said he thinks the concerns about safety and impact on property value are legitimate. “I haven’t heard any whispers from staff or anybody else, ‘This is a nice project. Gosh, it’s going to reduce property values and it’s going to be a net loss to the city,’ ” Walker said. “ I don’t think there is going to be a significant safety problem. I also don’t think there’s going to be a significant drop in property values.”

Annette Friendshuh addressed the council and said she graduated from the Skyway House in 2003, where she was loved and given tools to change her life.

“If I wasn’t given that opportunity, I would not be a mother today,” she said. “I would not be a wife, I would not be a productive member of society.”

Dave Matson, treasurer for the Skyway House board of directors, said the facility’s clients do not wander the neighborhood or cause problems. He said if the facility does not follow rules and regulations, they will be back before the council “ pleading” to keep the permit. Nancy Henry, who lives in the Amber Grove neighborhood, asked that other neighborhoods “share the load” of treatment facilities. “Just what else do you have in store for us?” Henry asked. “Shouldn’t other neighborhoods share the burden?”

Karla Johnston addressed the council after her son, Hunter, who said he was in third grade and did not support the facility in his neighborhood. She said she thinks a drop in property value is a valid concern.

“I personally have a stake in this,” she said. “I moved here for a safe place to raise children. I no longer feel that’s the case.”

Skyway House Retreat featuring Father Tom Allender

Held at the CIC Event Center in Oroville, the first annual Skyway House retreat was successful on several fronts.  On Friday, the Skyway House staff were treated to a rare and well deserved day of spiritual renewal with Father Tom Allender.

On Saturday, Skyway House alumni were invited to hear his message, which centered on 'loving people the most when they deserve it the least".  The alumni were invited to participate in a more formal meeting of the alumni at a later date, where we hope to encourage them to create a graduate support group that might eventually direct fundraising efforts, give back to the newcomers of the program and create sustainable support systems for Skyway House grads.

Sunday found Father Tom sharing his message for couples in recovery.

We had many vendors and information booths, terrific raffle prizes and great fellowship.

Thanks to all of them, to the staff for their hard work, to Father Tom and Don, and to the many companies who donated prizes, time, talent.  We appreciate you so much!

All in all, a successful first Retreat.  Keep us in mind for next year!
